DAO (Decentralized autonomous organization) is an entity without central authority. It is defined by the rules which are embedded into the code and no managers.
The users who owned and locked the crypto of that DAO can has the rights to vote for the possible projects.
Because DAO is fully automous and transparent. It don't need to have a lot of the trusts with the people to provide a flat hierarchy.
